Home and Community Based Services (HCS) R & L Group, Inc. is a certified Home and Community-based Services (HCS) program (Medicaid waiver program). Specific HCS services are selected for inclusion in an individual’s Individual Plan of Care (IPC) to assure the individual’s health and welfare in the community, to supplement rather than replace that individual’s natural supports and other community services for which the individual may be eligible, and to prevent the individual’s admission to institutional services.
